Administrative Data Systems Consultant at UNICEF

Aims to accelerate the realization of the rights of all children and women to survival, development, protection and participation.
Promotes efforts to reduce infant, child and maternal mortality; expand access to quality basic education; and strengthen social and child protection systems.
Uses a rights-based and gender-sensitive approach
Plays a catalytic role in supporting federal, state and local governments in identifying key bottlenecks that hinder realization of the rights of disadvantaged children, supported by equity-focused, inclusive advocacy, planning, action and monitoring at all levels.
Supports adolescent development.How can you make a difference?
The consultancy will follow the Administrative Data Maturity Model (AdaMM) to diagnose the maturity of Nigeria’s administrative data landscape (selected social sectors) at national and subnational level.
Levels: Federal (core MDAs), with selected state engagements.
Sectors (illustrative): Health/HMIS, Education/EMIS, Social Protection registries, CRVS, and cross-cutting national platforms/registries (e.g., facility, school, and population registries).
Focus: People-centered, lifecycle data for children; equity relevant disaggregation; governance, standards, architecture, and interoperability.

To qualify as an advocate for every child you will have…
(Qualifications/Experience/ Knowledge/Expertise/Skills)
Education:
Advanced university degree (Master’s or higher) in: Information science, Informatics, Management information systems, Data governance and Policy, MEL Specialists , Business information systems and other related fields,
Work Experience
Minimum of 8 years of relevant experience in working on data systems strengthening and assessments.
Relevant work experience with national bureau of statistics and other government agencies is key.
Relevant experience in leading and facilitating workshops and dialogues related to data systems.
Language Requirements
English (excellent communication and writing skills)
Knowledge/Expertise/Skills
Demonstrated experience assessing administrative data systems and applying maturity models (preferably ADaMM or comparable models).
Expertise in data governance, privacy and security, and sectoral information systems (health, education, social protection, CRVS).
Strong competency in facilitation multi-stakeholder dialogue, capacity building, and codesign with government.
