The Senior Technical Training Advisor / Specialist is responsible for developing, implementing, and managing technical training and competency development programs to enhance workforce capability, operational excellence, and regulatory compliance.
The role provides expert guidance on technical learning strategies, competency assurance systems, knowledge transfer initiatives, and workforce development programs to support business objectives and sustainable capacity building.
Key Responsibilities
Training Strategy and Competency Development:
Develop and implement technical training strategies aligned with organizational objectives and workforce development plans.
Design, review, and continuously improve competency assurance frameworks and technical training programs.
Conduct Training Needs Analyses (TNA) and competency gap assessments across technical disciplines.
Develop technical competency matrices, career development pathways, and succession planning initiatives.
Establish and maintain technical training standards in line with industry best practices and regulatory requirements.
Support organizational capability development and talent management programs.
Training Program Design and Delivery:
Design and develop technical training curricula, learning materials, assessment tools, and competency evaluation programs.
Deliver classroom, workshop, practical, simulation-based, and on-the-job training programs.
Facilitate technical workshops, seminars, and knowledge-sharing sessions.
Coordinate external training providers and specialist technical instructors.
Evaluate training effectiveness through assessments, performance monitoring, and post-training reviews.
Ensure training programs support operational readiness and workforce competence.
Advisory and Leadership Responsibilities:
Provide expert advice on technical learning, workforce capability development, and competency management.
Lead workforce development projects and training improvement initiatives.
Mentor, coach, and develop local trainers, supervisors, and technical personnel.
Support knowledge transfer programs to enhance local workforce capability and organizational sustainability.
Promote a culture of continuous learning and professional development.
Compliance and Quality Assurance:
Ensure compliance with corporate training policies, industry regulations, and competency requirements.
Maintain accurate training records, competency assessments, and certification databases.
Support internal and external audits relating to training and competency management.
Monitor compliance with mandatory training and certification requirements.
Implement quality assurance measures for training programs and learning systems.
Reporting and Administration:
Develop annual training plans, budgets, and performance metrics.
Prepare management reports on training effectiveness, competency levels, and workforce development progress.
Monitor key performance indicators (KPIs) for learning and development activities.
Manage Learning Management Systems (LMS) and training administration processes.
Provide recommendations for continuous improvement of training systems and processes.
Requirements
Qualifications:
Bachelor's Degree in Engineering, Technical Education, Human Resource Development, Industrial Technology, Petroleum Technology, Business Administration, or a related discipline.
Master's Degree in Engineering, Education, Human Resources, Organizational Development, or a related field is preferred.
Professional certifications in Training, Learning & Development, Competency Management, or Instructional Design are advantageous.
Experience:
Minimum of 10 years' experience in technical operations, workforce development, training, or competency management.
Minimum of 10 years' experience in technical training, learning and development, competency assurance, or workforce capability development roles.
Proven experience designing and implementing large-scale technical training and competency programs.
Extensive experience within the oil and gas, energy, manufacturing, engineering, or industrial sectors.
International experience in technical workforce development and organizational capability building is highly preferred.
Demonstrated experience in knowledge transfer and localization initiatives.
Required Certifications:
Train-the-Trainer Certification.
Competency Assessor Certification or equivalent.
Learning and Development Professional Certification (preferred).
Project Management Certification (PMP, PRINCE2, or equivalent) is advantageous.
Relevant industry technical certifications as applicable.
Technical Skills:
Expertise in Training Needs Analysis (TNA), competency assurance, and workforce development methodologies.
Strong knowledge of instructional design, adult learning principles, and technical education systems.
Experience developing competency frameworks, training curricula, and assessment tools.
Proficiency in Learning Management Systems (LMS) and digital learning platforms.
Strong report writing, facilitation, coaching, and presentation skills.
Proficient in Microsoft Word, Excel, Outlook, PowerPoint, and learning management applications.
Familiarity with industry competency standards, accreditation requirements, and regulatory frameworks.
