Following Contract award and FID, the Project Control Lead & Contract Engineer supports the WHP Package Manager in the delivery of the EPCC contract from award to operations, with primary accountability for contract administration, cost control, schedule control, change management, and risk management.
The role ensures rigorous compliance with contractual terms, proactive identification and management of variations and claims, and accurate cost and schedule reporting, with the objective of delivering the WHP Project within the approved budget and schedule, contributing to a safe execution with no major H3SE incidents, and supporting start-up and operations no later than Q4 2028.
Responsibilities
Contract Administration & Governance:
Coordinate and supervise the administration of the EPCC contract(s) for the IMA WHP/CSP package in full compliance with Company's procedures, including contract implementation, correspondence management, variation control, claims assessment, and contract close-out.
Project Controls, Documentation & Reporting:
Ensure proper implementation of project control standards, including cost, schedule, and change control reporting. Coordinate with the DCC function to ensure accurate documentation management and preparation of execution, monthly, and management reports with appropriate quality and consistency.
Planning & Scheduling Control:
Develop, maintain, and control the package execution schedule, monitor progress against the baseline, identify critical paths and deviations, and support the Package Manager with mitigation measures and recovery actions where required.
Cost Control & Budget Management:
In close coordination with Finance/Cost Control, supervise cost monitoring, commitment tracking, forecasting, and budget performance for the WHP package.
Ensure early identification and proper justification of cost deviations and change impacts.
Change & Variation Management:
Consolidate, assess, and document all technical, schedule, and commercial changes, ensuring compliance with Company's change management processes.
Advise the Package Manager on the cost and schedule implications of changes and support negotiations where required.
Contractual & Commercial Support:
Provide contractual and commercial advice to the Package Manager, including assessment of Contractor positions, review of estimates, and support for SMRs, variations, and claims resolution, ensuring robust justification and documentation.
Monitor and control project performance including:
Cost => at any time be able to provide EFC
Planning => at any time have an updated P50 planning and a good understanding of P10 and P90
identify any deviation in cost and schedule and make proposals/implement to corrective actions.
Nigerian Content Compliance
Monitor and ensure compliance with Nigerian Content requirements applicable to the WHP package, including reporting obligations, coordination with relevant stakeholders, and consolidation of Nigerian Content performance data.
Team Leadership & Coordination:
Manage and coordinate the Project Control and PMC resources dedicated to the WHP package, ensuring alignment of activities, workload prioritization, and consistent application of project control and contract management standards.
Stakeholder Management:
Monitor and maintain good relationships with Partners (AMNI) and Authorities and ensure efficient coordination between EPC contractors.
Monitor and maintain good relationships with local communities.
Qualifications
Minimum 8+ years of experience in project control, project management, or contract engineering roles
Proven expertise in onshore project scheduling, budgeting, and cost control
Strong knowledge of contract management, including negotiation, administration, and dispute resolution
Proficiency with project management software such as Primavera P6, Microsoft Project, or equivalent tools
Advanced analytical and problem-solving skills with the ability to interpret complex data
Demonstrated leadership experience managing and developing project control teams
Excellent communication and interpersonal skills; ability to collaborate effectively across all organizational levels
Strong organizational skills with meticulous attention to detail
Experience in the oil and gas, energy, or heavy industrial sectors (preferred)
Familiarity with Nigerian regulatory requirements and local business practices (preferred)
Project Management Professional (PMP) certification or equivalent credential (preferred)
Knowledge of earned value management (EVM) and advanced scheduling techniques (preferred)
Proficiency in Microsoft Office Suite and data analysis tools
