Concern on Climate Change for the Community Initiative (FOURCi) is a non-profit organization group of Academics, Environmentalists, Agricultural Experts, Health experts, Building Experts and community volunteers coming together with their different expertise with one voice and concern towards safeguarding the future of our climate. Currently, the organization has focused its attention on the North East of Nigeria with special emphasis on Borno, Adamawa and Yobe State. (BAY) state. FOURCi interventions fall under the following thematic focuses; Climate Education & Advocacy, Livelihood and Climate Smart Agriculture, Protection and Gender Based Violence, Nutrition, Environmental Sustainability and Water Sanitation and Hygiene (WASH).Enhancing Community Wellbeing through Climate Smart Agriculture, Lifesaving Food and Nutrition Support, and Locally Led Resilience in Borno State.

Concern on Climate Change for the Community Initiative (FOURCi) is a Nigerian non-profit organization founded in 2020 and registered in 2021 to address the impacts of climate change on vulnerable communities. Headquartered in Maiduguri, it operates across several states, focusing on climate-affected and conflict-prone regions.
The organization works to build community resilience through climate education, capacity building, and sustainable livelihood interventions, particularly for women, youth, and smallholder farmers. By combining local engagement with multi-sector expertise, FOURCi plays a key role in translating climate policies into practical, grassroots solutions that support environmental sustainability and development.

Section C: Eligibility Criteria
Technical Requirements
The Tenderer must submit all required documents as outlined in the procurement package and comply fully with FOURCi’s requirements. The proposal shall include, at a minimum:
The duly completed FOURCi Supplier Registration Form and Code of Conduct, signed by an authorized representative of the company.
Interested firms are required to provide verifiable copies of the following documents:
A comprehensive Company Profile detailing organizational structure, core competencies, and relevant experience.
Certificate of Incorporation issued by the Corporate Affairs Commission (CAC).
Valid Tax Identification Number (TIN).
Valid Tax Clearance Certificate.
Documented evidence of previous experience in executing similar projects, including references where applicable.
A detailed quotation or price offer clearly outlining unit costs.
SCUML certificate or proof of application/acknowledgment from EFCC.
All prices must be quoted in Nigerian Naira (₦).
Only unit prices inclusive of applicable Withholding Tax (WHT) will be accepted.
All quotations must clearly indicate the date of issuance and validity period.
The FOURCi Code of Conduct must be duly completed and signed by an authorized signatory.
Financial Requirements
All financial submissions must meet the following criteria:
Quoted prices must reflect applicable Withholding Tax (2% WHT) as required.
Clear payment terms must be stated in the proposal.
A reference letter from a reputable commercial bank in Nigeria demonstrating financial capacity must be provided.
Evidence of Tax Clearance for the last two (2) years must be submitted.
Section D: Opening of Tender
FOURCi (Concern on Climate Change for the Community Initiative) invites competent, qualified, and reputable suppliers, contractors, and service providers to submit tenders for the provision of goods, services, and works under its NHF-funded project. This invitation is open to all companies or organizations meeting the eligibility criteria and possessing the technical and financial capacity to deliver the required outputs in a timely and professional manner.
All tenders must be submitted in strict compliance with the specifications, requirements, and formats outlined in the tender package. Bidders are expected to carefully review all documents, complete all required forms, and submit verifiable supporting documentation. Submissions should be in sealed envelopes clearly marked with the tender title and delivered to the address specified in this notice before the deadline. Late submissions or incomplete applications will not be considered.
The purpose of this tender is to ensure a transparent, competitive, and fair procurement process, enabling FOURCi to select the most competent and cost-effective supplier(s) to achieve project objectives efficiently.
Evaluation of Tenders and Selection Criteria:
Tenders will be evaluated through a structured and transparent process, consisting of technical evaluation followed by financial evaluation.
Technical Evaluation will focus on:
Compliance with eligibility requirements, including company registration, tax clearance, certifications, and prior experience.
Demonstrated capacity to deliver goods, services, or works as specified.
Evidence of previous similar projects executed successfully, including verifiable references.
Completeness, accuracy, and presentation of submitted documentation.
Ability to meet project timelines and quality standards.
Financial Evaluation will focus on:
Competitiveness and reasonableness of prices quoted in Nigerian Naira (₦), inclusive of applicable Withholding Tax (WHT).
Clarity of payment terms, cost breakdown, and any applicable taxes.
Evidence of financial capability, including bank references and tax compliance records.
Selection Criteria:
Only bids that meet all technical requirements will be considered for financial evaluation.
The final award will be based on a combination of technical merit and cost-effectiveness, ensuring the selected firm demonstrates reliability, experience, and capacity to deliver the required goods or services to the highest standard.
FOURCi reserves the right to reject any bid that does not fully comply with the technical or financial criteria, or that appears inconsistent with project objectives.

Other Conditions:
FOURCi reserves the right to reject any or all tenders without assigning any reason, and is not obliged to accept the lowest or any bid.
Bidders must ensure all submitted information and documentation are authentic, verifiable, and accurate. False or misleading information will lead to disqualification.
Bidders are responsible for all costs incurred in the preparation and submission of their tenders.
Any attempt to influence or manipulate the evaluation process will result in automatic disqualification.
FOURCi may request additional information or clarification from bidders during the evaluation process.
