Bursar at Ahmadu Bello University, Zaria
Ahmadu Bello University is a federal government research university located in Zaria, Kaduna State. ABU was founded on October 4, 1962, as the University of Northern Nigeria. The university operates two campuses: Samaru and Kongo in Zaria.
The University was established in 1962 by the Government of the then Northern Region of Nigeria to impart knowledge and learning to men and women of all races without distinction on the grounds of race, religious or political beliefs. The founding fathers expected the University to aspire to the highest international ideals of scholarship and to provide learning of a standard required and expected of a university of the highest standing while reflecting the needs, the traditions, and the social and intellectual heritage of the society in which it is located. The University was taken over by the Federal Government of Nigeria in 1975 and has since then assumed a national mandate although its ties with the 19 states created out of the former Northern Region remain very strong.
In the over forty years of its existence, the ABU has grown to become the largest, and the most influential and diverse university in Nigeria. Consisting of eighty-two (82) Academic Departments, twelve (12) Faculties, and twelve (12) Research Institutes and Specialized Centres, the University offers undergraduate and postgraduate courses in such diverse fields as Agriculture, Public and Business Administration, Engineering, Environmental Design, Education, Biological and Physical Sciences, Medical and Pharmaceutical Sciences, the Humanities, Law and Social Sciences. The university has two campuses located on 7,000 hectares of land.The Bursar is the Chief Financial Officer of the University.
The Bursar is responsible to the Vice Chancellor and the University Council for the day-to-day administration and control of the financial affairs of the University.
The Bursar's duties cover:
Financial policies.
Budgeting.
Disbursement of funds.
Preparation and presentation of annual estimates.
Planning and control of University accounting and treasury services.
Periodic evaluation of accounting and treasury services.
Investment of funds.
Preparation and updating of the Manual of Financial Procedures.
Other duties that may be assigned from time to time.
Qualifications
Candidates for the Bursar post are required to have a good honours first degree in Accounting.
They must also possess a professional qualification such as ACCA, ACA, ICAN or ANAN.
Candidates must have at least 15 years post-qualification cognate working experience and this must include not less than five years at managerial level in a comparable establishment.
Conditions Of Service
For the Registrar post, the remuneration and conditions of service are as applicable to the posts of Registrars in Nigerian Federal universities.
For the Bursar post, the remuneration and conditions of service are as applicable to the posts of Bursars in Nigerian Federal universities.
The Council and the Government may determine the applicable terms from time to time.
