Rainoil Limited is a leading downstream oil marketing company; primary products which include (PMS), Diesel (AGO) and Kerosene (DPK). Rainoil Limited was incorporated in November 1994, commencing operations in May 1997. In 1999, Rainoil Limited acquired its first service station. Rainoil’s operations currently span across the downstream value chain i.e. Tank Farm Storage, Petroleum Product Haulage/Distribution and Bulk/Retail Sales Operations. : From one service station, the company’s assets/facilities have grown over the last 17 years to include: • An ultra-modern multi-product storage depot with a combined capacity of 50 million litres in Oghara, Delta State; with a proximally located, exclusive Jetty which • 29 retail outlets strategically located in major cities such as Lagos, Abuja, Kaduna, Port Harcourt, Enugu, Onitsha, Asaba, Makurdi, Sapele etc. • A fleet of 75 tank trucks for petroleum product distribution • 3 shipping vessels We purchase products from PPMC and also import from reputable off-shore suppliers such as Glencore Energy UK Limited and VITOL. To drive efficient delivery of products to our national network of retail outlets and customers we utilise our fleet of tank trucks. Rainoil maintains an active involvement in petroleum product distribution in the Lagos market via purchases from other marketers e.g. Oando Marketing Plc, Folawiyo Energy Limited and Sahara Energy Limited. Rainoil has finance facilities in excess of USD170million from different banks for importation of petroleum products. With a staff strength of over 500 trained personnel, we have developed a strong track record of quality product and service delivery.
About the Role
We are seeking an experienced and results – driven Business Development Manager to lead our retail station expansion strategy across Ibadan, Oyo State, Ogun State, Osun State, and other key South – West markets.
The successful candidate will be responsible for identifying, evaluating, securing, and developing strategic retail station locations that align with the company's growth objectives within the downstream oil and gas sector.
The role requires extensive experience in land acquisition, leasing negotiations, regulatory engagement, and retail network expansion within the region.
The ideal candidate must possess verifiable experience delivering retail station expansion projects within Ibadan and the South – West region and have a strong network across relevant regulatory agencies, landowners, developers, and industry stakeholders.
Key Responsibilities
Retail Expansion & Site Development:
Develop and execute retail station expansion strategies across Oyo, Ogun, Osun, and other South – West states.
Identify and evaluate strategic locations for new retail stations based on traffic density, market demand, competitor presence, accessibility, and commercial viability.
Conduct feasibility studies, market intelligence gathering, and location analysis to support investment decisions.
Build and maintain a robust pipeline of potential retail station sites.
Land Acquisition & Leasing Management:
Source suitable land parcels and acquisition opportunities for retail station development.
Lead negotiations with landowners, property developers, and agents to secure favorable acquisition and lease agreements.
Coordinate due diligence activities, including title verification, land documentation review, and risk assessment.
Manage lease portfolios and ensure compliance with lease obligations and renewal requirements.
Regulatory & Stakeholder Management:
Develop and maintain productive relationships with regulatory agencies and relevant government institutions within the downstream oil and gas industry.
Facilitate approvals, permits, licenses, and statutory requirements required for station development and operation.
Engage host communities, local authorities, and key stakeholders to ensure smooth project execution.
Project Coordination:
Work closely with Projects, Legal, Operations, HSE, and Finance teams to ensure seamless execution of retail station development projects.
Monitor expansion projects from site identification through acquisition, approval, construction, and commissioning.
Track and report expansion performance against approved targets and timelines.
Requirements
Bachelor's Degree in Business Administration, Estate Management, Marketing, Economics, Engineering, or any related discipline.
7 – 10 years' relevant experience in retail network expansion, business development, area / regional manager, property acquisition, or related functions within the downstream oil and gas sector.
Demonstrable and verifiable experience in retail station expansion activities within Ibadan, Oyo State, Ogun State, Osun State, and other South – West markets.
Strong knowledge of South – West market dynamics and geography.
